It's not just the gun to the President's head that is offensive; the cartoonist also cannot caricature President Bush. The jug-ears are OK, but the other facial features are just not recognizable.

This is a metaphor, as most political cartoons are. Politics about to "shoot down" the president. There have probably been worse cartoons.

I see that cartoon as supporting the notion that politics alone is attempting to bring Bush down, not reality.

Of course, pursuing the anology much deeper causes all sorts of complications.
