There has to be, you can't expect some poor people absorb the cost of these "child-safe" shopping carts (oh, oh, I shouldn't have said that, it sounds so good, they will probably starting to call for state funded "child safe shopping carts". ) They have to raise property taxes, after all anyone who owns a home is rich, let's take it away from them, and if they lose their homes because they can't pay the taxes, we can turn their homes into state run shopping cart shelters for broken down shopping carts.

Why don't we go all the way and ban the "people" who produce "shopping carts", and the "steel mills" as well. Notice the obnoxious "quotations", so as not to "offend" anyone, as I may be "sued" for "slander". UGGGGGHHHH! I hate what this country is coming to at the hands of "Liberal" lawyers and the a-holes who follow their wallets...! Can we set up a colony of intelligent people on Antartica, or is there too much litter? :>)

More likely a lawsuit or lawsuits which the cost of fighting them will be passed on down to the shopper.

Sue the shopping cart manufactures for making dangerous carts.

Sue the grocery stores for not providing "Child safe" carts

Sue the grocery stores for selling tobacco products which somehow distracts shoppers from watching their kids.
