Only moments after both houses of the state Legislature adjourned business Thursday, a coalition of public service groups announced plans for statewide initiative aimed at preventing political deadlock over future state budgets.
The proposal, backed by the League of Women Voters of California and the state's Parent Teachers Association among many others, would change the state constitution so a spending plan could be adopted by 55 percent of the lawmakers instead of the existing two-thirds majority.

The initiative would also prevent the Legislature from taking time off if a budget is not adopted by the constitutional deadline of June 15. The measure would also prevent the governor and legislators from collecting their salaries and expenses every the budget is late.

These scumsuckers aren't going to stand for further checks on their power to bleed the taxpayers dry. I've read lesewhere that they're threatening business groups with other nasty initiatives if they dare oppose this.

The key is the 55% for any increase in taxes. This must be stopped at all costs. Without the 2/3 requirement the libs could get what ever they wanted and taxes would Zoom. Thank God for the 2/3 rule.

O.K. I'll buy into it if they add the following; all fees will be called taxes and any tax increases must be approved by three quarters of the legislative branch and include a sunset date ending the tax after no more than four years.

This must be stopped at all costs. Without the 2/3 requirement the libs could get what ever they wanted and taxes would Zoom. Relax, how do you think we got the 2/3 rule (one of the props). I've lived here my whole life. California goes through eight years of liberalism, followed by 16 years of conservatism. We are half way through the liberal phase, and may cut it short to six years. Republicans always build a surplus. Democrats always blow the surplus. Budget deficits are just the medicine to re-install the Republicans.

Liberals want to make it easy as pie to jack up your taxes. Talk about legally sanctioned highway robbery if the raising taxes threshhold margin is reduced from two-thirds to 55%.
