Charter schools are not privately owned nor are not privately funded. If they were, they would not be considered charter schools, but rather private schools. They are operated in much the same manner as private schools and they have some freedom in how and what curriculum is taught. They do not receive private money, and they do not charge tuition.
Because charter schools receive state funding, they are technically considered public schools. However, they are not affliated with any public school district.

It depends on your state. In Michigan, the charters are considered to be their own school district. They are privately owned, sponsored by a University and run by an education company (ie Edison Schools). There are rules about what will be taught but can have entrance requirements (ie Arts in the Woods in Warren MI. Students there must meet certain requirements about majoring in Art and are accepted on that basis, we also have schools that are exclusively black or Arab. We even have a native school in the UP).
BTW, I work for the Michigan Association of Public School Academies (charters).
