The first order of business should be to draft a constitution. A constitution that includes the separation of church and state. This will stop the formation of an Islamic State while forming a basic groundwork for civilian rule. We as the liberators can impose this founding principle in good manner since we have no designs on Iraqi territory. Starting with local municipalities for the first couple of years untill the people have an idea of how democracy is to work. From there we move to regional elections and the formation of a parlimentary body. Once that is accomplished they may proceed to either Presidential or PM elections. Political parties must have approval by the interim rulers. So lets get to it.
