What is wrong with Mexico? They have a willing workforce, usually with at least a sufficient level of education, petroleum resources, two coastlines, and yet they cannot get any industry going there that will provide jobs in Mexico itself.
Cui bono? Who is profiting from this situation?

Cui bono? Who is profiting from this situation?What good is it being in the upper class if there is such a big middle class that people are not willing to do whatever you say just to survive. Mexico has a wealthy class who are very very rich and a whole lot of poverty. By maintaining a totally corrupt government those who are in the super rich class are not really subject to the laws like the campesinos. This is very good if one is in the super rich class. Unfortunately the USA is moving towards the same economic structure with similar corruption.
