Maybe if Mexico became a real capitalist democracy, there'd be changes down there. I think Fox tried, but he's weak, and I think he tried for about two weeks after his election and gave up immediately thereafter. Fox probably realized that if he tried to buck the system there too hard, his lifespan would be measured in hours, or a few days, at best.
