The basic argument of the piece is that the French on 9/11 said, "We are all Americans now," but that Americans were so arrogant that they would never think that way about another country, even if the Eiffel Tower were bombed.

That's false.

At least as to me, on 9/11 I immediately felt, "So this is what the Israelis have been going through." I'm not jewish, but I said to my best friend (who is Jewish) on 9/12 or 9/13, "We are all jews now" and I apologized for the presumptuousness of saying it, but that is how I felt. We were targeted for mostly the same reason that jews are targeted.

So the assertion of the Trudeau's column is FALSE.

Non. His assertion is solely about France, not about other countries like Israel. In this regard, Trudeau is correct: there is no way on God's green earth would Americans proclaim under any circumstances, "Today, we are all French."
