I knew of the 'man of the house' rule, but was not aware of the $45,000 entry fee. I suppose there was also an upper limit on income over which you then got tossed out of public housing because you could afford your own?

These numbers are from the PaR Guide to the 2000 Louisiana Legislature.

The 2000 Louisiana census lists a total population of 4,465,430. Of this, 51.6% is female. Over the age of 18, there are 1,539,808 men and 1,709,369 women or 3,249,177 total. So the natural voting age population is 47.3% male and 52.6% female for a 5.2% difference.

That means 21.7% of the population or 704,755 people are not registered to vote.

For the above listed districts, it means that 8% of the white men (2,155 people) and 20.3% (7,740 people) of the black men are not able to or are not choosing to vote.

These numbers are huge.
