Tale of sex and spies leaves FBI with a Chinese puzzle

The tale is worthy of a new Cold War, featuring a glamorous Chinese-American businesswoman and FBI informer codenamed Parlour Maid who is suspected of being a double agent and may have supplied deliberate disinformation on the Chinese leadership to the desks of four American presidents.

To put it mildly, Katrina Leung was a lady of many hats. Arriving from southern China at the age of 15, she became a successful entrepreneur and socialite, and later a donor and fund-raiser for political campaigns in California.

Most importantly, though, she was one of the FBI's most prized sources on matters Chinese for two decades, during which she was paid $1.7m (£1m) for services to national security. Alas, she may have been working for her country of birth all along.

This modern spy story became public on 9 April, when Ms Leung was arrested at her Los Angeles home on charges of improperly copying classified documents. Taken into custody with her was her FBI handler James J ("JJ") Smith, who had won a CIA intelligence prize largely on the strength of the information he had been passed by Ms Leung. The details were deemed precious enough to be worthy of presidential attention.

But the professional relationship gradually became personal, and the two began an affair that would lead to Mr Smith's disgrace.

According to the more lurid accounts, Ms Leung used their trysts to extract from the unsuspecting "JJ" classified documents on FBI counter- espionage activities against China, which she then sent to her bosses at the Ministry of State Security. Nor did Mr Smith seem to have been the only Fed to have fallen for Ms Leung's charms. William Cleveland, a former FBI agent, has resigned from his current job amid accusations he had a lengthy relationship with her when he worked on Chinese counter-intelligence in the bureau's San Francisco office.

But the real mysteries are two: whether Ms Leung channelled to US intelligence deliberate disinformation on the Chinese leadership, with whom she maintained excellent contacts, and where her loyalties ultimately lay.

As the case has progressed, investigators have become convinced that the most serious damage she may have inflicted on America's national security was not the information on the FBI she passed to her Chinese controller (codenamed Mao).

The biggest concern now surrounds the material she channelled to Mr Smith and her other American controllers on the power struggles in Beijing, particularly after the 1989 protests, culminating in the Tiananmen Square massacre, when Washington was desperate to predict policy changes by the Chinese leadership.

In 1991, nine years after Ms Leung was recruited, the FBI had suspicions that her loyalties might be divided. But the American side was prepared to run the risk that much of its network might be compromised, simply because of the presumed value of the material it gained in return.

The case highlights an eternal riddle of the second oldest profession: the moment at which an agent crosses the line to become a double agent – when the information he (or in this case, she) is supplying to one side becomes of less value than the information he is giving his ultimate masters on the other.

The puzzle is compounded by the likelihood that Ms Leung, if she was indeed a double agent for Beijing, provided the FBI with some genuine information, selected titbits sacrificed by Chinese intelligence to enhance her credibility in the eyes of the Americans. That is the dilemma created by Ms Leung, whose information helped Mr Smith to win the National Intelligence Medal of Achievement in 2000, after being nominated by the FBI.

What was real and what was not? The case is a perfect illustration of what James Angleton, the legendary and obsessive CIA hunter of Soviet moles during the real Cold War, once called "the wilderness of mirrors" – in which nothing can be trusted and truth disintegrates into a thousand reflecting fragments, and where the task of distinguishing fact from fiction can drive a counter- intelligence specialist mad.

But there is more. The Los Angeles businesswoman was also involved in the inquiry into Chinese political donations to the Clinton-Gore re-election campaign in 1996. The fascinating point thus arises: did she betray details of the inner and insalubrious workings of US campaign finance to her controllers in Beijing?

Not surprisingly, the case is jangling nerves in Congress. Senator Joe Lieberman, a Democratic candidate to challenge Mr Bush next year, has written to the Bush administration demanding it explores Ms Leung's links to the Republican Party and the Democrats. Three other Senators, one Democrat and two Republicans, are demanding hearings.

Before long both the FBI's Mr Smith and his erstwhile Chinese-American informant may be going to Washington.

What is this? Someone with a good word to say about J. J. Angleton? My oh my... and we've only seen the tip of the Perestroika Deception iceberg. At least Golitsyn is still alive to experience some small bit of vindication in the coming days, weeks and months.

"The new method sees 'perestroika', not as a surprising and spontaneous change, but as the logical result of thirty years of preparation and as the next and final phase of the strategy; it sees it in a broader context than Soviet 'openness' has revealed.

The following strategic objectives of 'perestroika' may be distinguished.
For the USSR

(a) 'Restructuring' and revitalization of the Soviet socialist economy through the incorporation of some elements of the market economy.
(b)'Restructuring' of the Stalinist regime into a form of 'Communist democracy' with an appearance of political pluralism [='democratism']
(c)'Restructuring' a repressive regime with a brutal face into an attractive socialist model with a human facade and a seeming similarity to the Swedish social democratic system.

For Eastern Europe

Economic and political 'restructuring' of the existing regimes into pseudo-social democratic models while preserving specific national historical features such as the strong Catholic Socialist tradition in Poland and the pre-war democratic tradition in Czechoslovakia.

For Western Europe

(a) Bringing about a new political alliance between the pseudo-social democratic regimes in the USSR and Eastern Europe and the Euro-Communist parties and genuine social democratic parties in Western Europe.
(b) 'Restructuring" political and military Blocs- NATO and the Warsaw Pact - and the creation of a single 'Europe from the Atlantic to the Urals' incorporating a reunited, neutral Germany.

For the main US alliances

(a) Splitting the United States, Western Europe and Japan.
(b) Dissolution of NATO and the US-Japan security pact, and the withdrawal of US troops from Western Europe and Japan.

For Third World countries

The introduction and promotion of a new Soviet model with mixed economy and a human face in Latin America, Africa and Asia through a joint campaign by the pseudo-social democrat regimes of the USSR and Eastern Europe and the genuine social democrats of Western Europe led by the Socialist International.

For the United States

(a) To neutralize the influence of the anti-Communist political right in the American political parties and to create favorable conditions for a victory of the radical left in the 1992 presidential elections.
(b) To 'restructure' the American military, political, economic and social status quo to accommodate greater convergence between the Soviet and American systems and the eventual creation of a single World Government.

The paramount global objective

The paramount global objective of the strategy of 'perestroika' is to weaken and neutralize anti-Communist ideology and the influence of anti-Communists in political life in the United States, Western Europe and elsewhere - presenting them as anachronistic survivors of the Cold War, reactionaries and obstacles to 'restructuring' and peace. Anyone who warns about Moscow's true objectives is automatically branded a 'Cold Warrior', even by people who have doubts about Moscow's motives."

Agreed. Angleton has long since been vindicated, by the obvious 'fruits' that were borne of the people who displaced him, and then vilified him. Bill Gertz and Peter Schweitzer are doing good work in setting the record straight. There can be no question that the CIA is infiltrated top to bottom, and the State Dept with Useful Idiots who buy into the slop they want to hear. Notice how they both are filled with 'Panda-Huggers'?

Just think how transparent the seduction had to be on her part...to supposedly seasoned espionage veterans. And for the violation of all the rules of the 'game', the intel from her reports on the Chinese leadership can safely be discounted as 100% pure disinformation, as there is no way to safely filter the factual teasers or 'nuggets' from the bogus line they wanted us to fall for. Perhaps something on the order of , "no, we don't have a secret underground ICBM missile production program, and amphibious assault vessel production going full steam ahead to threaten the U.S. and Taiwan." Or, "No, we don't regard the U.S. as our main enemy, and if we had our druthers, the boys in the PLA who says these stupid things would all be shot."

Naturally, few heeded the warning.

And now, right on this here forum, I have received a number of ad hominem attacks from various Russophile bootlickers (ostensibly well intended Western "Conservatives" who have simply been duped by the Perestroika Deception and find facing reality too disturbing...) and by actual Russian neo-nationalists, and paleo-Communists. For example, Golitsyn wrote "Cold War, reactionaries" and more than a few times Stavka2 and Marmema have written to me things such as "you are still fighting the Cold War, crawl back into your bunker" or "you are hating the Soviet Union back into existence."

Very interesting indeed!

I have no doubts that those two in particular are agents of disinformation. The disturbing part is how far the rot of the disinformation has spread. One need only look at the Moscow Treaty which breezed through the Senate 99-0 in March.
