THE BUSH PLAN:

On June 24, 2002, President Bush set forth the conditions that the Palestinian Arabs must fulfill in order to merit U.S. support for the creation of a Palestinian Arab state. Among the major obligations are that the Palestinian Arabs must "dismantle the terrorist infrastructure," "end incitement," "elect new leaders not compromised by terror," and unequivocally embrace democracy and free market economics.

This report analyzes Palestinian Arab actions during the 41st week following President Bush's speech, April 1 - April 7, 2003.


"Dismantle the Terrorist Infrastructure"

What They Must Do: President Bush said that the Palestinian Arabs must "engage in a sustained fight against the terrorists and dismantle their infrastructure." Those terms were previously defined in the Oslo and Wye accords as including arresting and imprisoning terrorists; shutting down bomb factories; seizing terrorists' weapons; extraditing terrorists to Israel; punishing factions of the PLO that engage in terrorism; and outlawing terrorist groups.

A report by the Israeli Foreign Ministry on February 20, 2003, revealed: "Documents found recently in the Gaza offices of the Palestinian Preventive Security Service (PPSS) expose not only the corruption and mismanagement of the Palestinian Authority, but also reveal the channeling of PA funds toward the financing and implementation of terrorist operation.
"Among the documents found during the IDF's Operation Guardian Fortress in Gaza were hundreds of receipts along with photocopies of cheques and other documents. These relate to the transfer of sums of money, ranging from hundreds of dollars to hundreds of thousands of dollars, to senior and lower-level operatives and other elements. These funds, originating from the budgets of the Preventive Security apparatus and its independent sources of income were used not only for preventive security (such as intelligence gathering and preventive operations) but also to finance and initiate terrorism."

The Bush administration has also said that in rebuilding its police and security forces, the PA must reform them so they fight against terrorists instead of taking part in terrorism. The training, under the supervision of U.S., Egyptian, and Jordanian security officials, began on Sept. 19, 2002; however, Israel has protested the fact that at least 100 of the 150 PA security officers in the course "were involved in attacks on Israeli civilians." Sometimes you simply have to stand on your principles. Besides, I don't buy that this is some kind of brilliant logistical move. I think it's appeasement for the sake of maintaining the pretense that peace is possible, that this "roadmap" is going to work. It's not going to work. It cannot possibly work because the Palestinians' goal has been, is, and will always be the utter destruction of Israel, period. For anyone who doesn't believe this, just do a bit of digging. You'll find that they state it openly and unequivocally on a very regular basis.

He's playing it delicately. First, he has to debilitate Syria, which is funding and promototin Hesbolla, et.al.

To go to the "peace table" before that would be unproductive, wouldn't it?

I think I stated my credentials and I'm never one to say I told you so. I accept the fact that people make mistakes and GW is no more or no less human than you or I. All I'm saying is, he needs to play in a different sand box if he can't pick better friends than Putin and Fox.

When you announce the "X" KBG chief and now premier of Russia is a forever trusting soul partner and has a kind heart, then do it on world wide TV you had better done your homework well. What I said was correct, undeniable, and fact. This really is not that difficult. If this is acceptable to you that's fine. It's not with me.

I'm asking the President of the United States to not forget Russias past and present history before making lasting judgement about those leaders who detest us.

Lets leave it at this.

Tyrants like Arafat should not rule the so-called Jordanian and Egyptian "Palestinians". It's high time for a more representative governance in those two areas.

Most folks there want what the Israelis have, i.e., to send their kids to college, buy a house, buy consumer goods, etc.

B.S. We let them blow up all the other terrorists. They don't seem to worry about that, now do they?

And couldn't the Israelis show Washington the intelligence they have positively linking Arafat to terrorism? No, because there is no such positive link.

Arafat has actually behaved himself quite well since Oslo, but the radicals haven't.

Arafat is too tainted, and has to go, but the PLO is the de facto government of the new Palestinian state and must be treated with.

You Israeli-Firsters are just gonna have to live with it.

You people, since your first allegiance is to Israel and not the U.S., have NO IDEA how angry some of us were with Israel over this. It was a downright "French" thing for them to do.

That's how a look at Israel: The "France" of the Middle East.

Putin and Fox are heads of state. One of those states is our neighbor to the South, and the other is the remnant of an evil empire, the stability of which is vital to our national interest.

That those two are odious doesn't change that fact.

Bush even spoke to Chirac on the phone yesterday, after several months. That's the way the game is played.

Does anyone know why Bush would do such a thing? I certainly don't see how it helps any peace process to grant such a waiver. What am I missing?

I heard on the radio today that Bush "faces increasing pressure to force a Mideast peace plan". From who? From the European "allies" who stabbed us in the back over Iraq? From the Arab world, who opposed the liberation of Iraq, and calls our charges against Syria "lies"? From the PLO itself, which brazenly demanded that we release American-killer Abu Abbas?

WHAT PRESSURE? THERE IS NO PRESSURE IN THE WORLD WHICH SHOULD FORCE THIS PRESIDENT TO CREATE A NEW ISLAMOFACIST "STATE".

What the hell are you talking about? There have been numorous findings by the IDF and information regarding Arafat's connection to terrorism.

You need to do a bit more reading into that.

Go to this:
