I do think that dirty bombs are much more of a threat, than it is publicly admitted, to avoid panicking people.

There are a lot of nuclear materials missing in Russia, the Russian mafia doesn't care to whom they sell it.

And there are plenty of people with no conscience who would facilitate it getting into the hands of terrorists.
