Yes, he did - reminded the populace that even antiquated weapons can kill Americans; told them to hit the streets, since U.S. forces are only in small groups, having avoided the mighty Iraqi Army.

Our mulitple groups of 1000+ vehicle calvarys near Baghdad are not exactly small groups considering the Republican Guard may not even have 300 operating vehicles total in all of Iraq.
