You need to call the DA in the state the site in run from.
They will tell you if the site is illegal.

It doesnt look like anything illegal going on but that doesnt make it right. Just more moral decay in society. Disfuctional people using any means they can to make a buck. The parents are to blame but had a million reasons to Dr. Phil why its ok. He just kept shaking his head in disbelief.

I could care less about Dr. Phil. What concerns me is the sexual exploitation and abuse of little kids. If that bothers you, I suggest you check your meds, or at the least give your children up for adoption.

Unfortunately, this is a fairly well-known problem. IIRC, it has already gotten attention from Congress. Some conservative law makers and enforcers have spoken out about these Web sites, but as of yet, nothing can be done.
You see, the problem is that the purveyors of this form of kiddie porn stay just far enough inside the "law" to avoid prosecution. Since no genitals are explicitly exposed, it's not "considered" pornography according to the letter of the law (or rather, the liberal judge's interpretation of the law). And the purveyors have the backing of the ACLU and the perversion lobby (homosexual & pedophilia groups) to protect them. This is what happens when you allow Liberals and Leftists to seize control of the government and the courts and wring all common sense out of the Constitution.
And do you want to know who these kiddie porn purveyors are? They are the children's parents (and I'm using that term very loosely here). I remember hearing about one of the first cases that got (limited) media attention: the so-called parents of the exploited girl consisted of her mother who was a stripper, and her mother's live-in boyfriend.
Of course the parents of these children make all kinds of BS claims that the Web sites are for the girl's family and friends, or their "fans", or to promote the girl's modeling career, etc. But the truth is that these sites cater directly to pedophiles.
Now contrast this to the actions of the (liberal) state social service agents, who are practically busting down the doors of conservative home schoolers. That gives you an idea of where this country is headed.

This type of thing falls under the 18USC (federal law). There is nothing you can do. It is currently legal for a child to pose NUDE or non nude as long as the child's genitals aren't "open" or erect, no sexual act (false intercourse or masturbation)is being portrayed or performed, nor can the child be forced to pose in such a manner. That's how it is and only congress can change it.
If you think that site is bad, go to sites such as video-angles.net, wlbbs.lolihost.com, etc. It's sick, but legal.
