This is an ENORMOUS problem because the military is never going to stop using "casualty" to cover killed in action, WOUNDED in action, AND missing in action, and I see no sign whatsoever from the media that they are ever going to stop using "casualty" as a synonym for "dead."

You are absolutely right. "Fatality" means dead. "Casualty" means dead, wounded, or missing.
