It really sounds like the spokesman is stumbling around and meant to say "we will in some cases take action against those."
The only other mention of WMD I've seen was Martha Radatz on ABC 10 minutes ago, saying that Delta Force was now searching Western Iraq for WMD, and according to her Pentagon source, hadn't found any yet.
