my guess is that the unknown substance is Ricin, which was recently found on an Iraqi in Paris.
If they actually know, they probably wouldn't tell us to avoid any unnecessary panic. Pretty scary when they tell us that these six Iraqis could already be in this country with what ever they may be carrying.....They are basically saying, we don't have a clue if they have moved from Mexico to the United States....We don't know where they are folks.
And if they split up, forget it.....

Also, Ricin is rather easily extracted from the castor bean. It is water soluble, and remains behind after the Castor Oil is pressed.
Smallpox, on the other hand, is self replicating.
Does anyone know when Russia stopped vaccinating for Smallpox???
