Oh, I know - we didn't go to the UN for that purpose - it just happened to play out that way - and I'm very glad it did.

Actually Bush laid out two possible outcomes when he went to the UN--enforce your resolutions, or become irrelevant. Just because they chose the latter doesn't make it a failure for Bush. That's not spin, that's the truth.

Had Bush simply ignored the UN like Clinton did in Kosovo, the fiction of their prestige would still be intact. And Bush would never have been given a pass like Clinton was.
