ps: In my home county, just ten years ago, 8 out of every 10 welfare dollars were going to people who described themselves as Puerto Rican.Of those dollars, as much as one third was being mailed to "accomodation addresses" in NJ, and forwarded from there to people whose actual addresses were in Puerto Rico.
This continued until former Governor Whitman (R) pushed through reform measures, which required recipients to come in personally and prove their continuing eligibility.
Needless to say, this earned Whitman the undying hatred of the Puerto Rican community - and the welfare hierarchy - (which saw reform as a threat to their constant empire building.)
