You're absoultely right. The initial attack will be about killing c3I, air defenses, logistics and rendering their military forces ineffective, damaged, destroyed or dead. Oh, and destroying their interest in fighting.
Sadly, this will make a nice show for TV.
But as you point out, this is not about destroying their physical infrastructure, only rendering it inoperative for a while. Deny it to the enemy until we turn it back on.
