Yeah, start a pool. He's going to talk about their historic Mother of All Battles. (Let's see if we can wipe them out in less than a month this time. I bet we can.)

He will try to motivate the population to fight.
To: M. Peach
He will announce that some "dishonest" person in his government left OFF the locations of some weapons of mass destruction. He will then lead the investigators to them.
Everything will then be on the up-and-up between him and the US. He is waiting to see if Bush is re-elected. (He knows the Dem's are soft.) If Bush is re-elected, he will clandestinely begin his expansionist program in Bush's final 1.5 years of office.
How's that for an "educated" guess?
