Rush is what he is, but you don't really buy this do you? I remember the show, and if you could see it today you would also be sure that he meant to call Chelsea the Whitehouse dog. That is who Rush is, he doesn't care who he insults, although he may have eventually regretted this.
Rush really does make many factual mistakes and doesn't like to be called on them. BUT IT DOESN'T MATTER. He says his show is about entertainment, not news, his job is to rally the troops. He does not claim to be a journalist. If someone relies on Rush for their news than that's their problem.

I also saw the show and remember it well. He was reading the list, not looking at the video monitor. I've been on TV enough times myself to know that you can't often tell what's being done from the control room when you're busy reading something off a page. The only show of that period that made an overt reference to Chelsea Clinton's looks was "Saturday Night Live" in a "Wayne's World" sketch, which was later edited out during reruns after the Clintons complained.
