My prediction: Iraq will come out with some, but not complete documentation on 12/8, and will ask for an extension.
Bush will counter with a one-week extension, coupled with a demand to visit certain sites (e.g., "presidential palaces") that have heretofore been denied to the inspectors.
After the extension expires, Bush will issue a "let us inspect or we'll blow it up" decree.
They need the extra time to upgrade their abacus (they can't afford computers because of meanies like President Bush, who insist on the sanctions that starve millions of their children). It's not equipped to add up all those zeroes. Because, after all, they have no WMDs! They told us repeatedly! < /sarcasm>
We'll make a very public fuss about Saddam's claim to not have "anything", and then we'll send inspectors and camera crews right to where we know he has at least one of something.
Then Iraq will be publicly shown as being in material breach, and the war will be rapidly approaching from that point.
Of course, the usual Leftists in Europe and the press will start SCREAMING for peace/compromise/accomodation/appeasment as soon as it becomes apparent that we really are going to war.
Heaven forbid that the U.S. stand in the way of Europe's eventual surrender to fanatacism...
