Does this mean if he resigns today, another is placed and the replacement will not have to be elected in November? And will hold the seat for the full term?

The battle is whether someone else can take the Torch's place on the ballot under the D column. The election laws say Sept 16 was final deadline, but the RAT lawyers are trying to find every loophole imaginable. And the NJ courts may be run by the liberals - I don't know.
