USFS Service update on Apple Fires, Tiller Fires and Biscuit fires. (Oregon is still burning)

Apple Fire Update:

September 03, 2002: Fire Information: (541)496-0235 Size: 13,595 acres Started: August 16, 2002 Containment: 75 percent Expected Containment: September 5 at 6:00 p.m. Line to build: 3 miles Location: 21 miles east of Glide near the area of Dry Creek Resources Assigned: 27 crews, 10 helicopters, 27 engines, 20 watertenders, 7 dozers. Total 912 personnel.

Objectives: Keep the fire south of the North Umpqua River, west of Twin Lakes and 4770 Road, east of Panther Ridge, and north of a line between Lake in the Woods and Snowbird Mountain. Ensure firefighter and public safety, make management decisions in a cost-effective manner, minimize disturbance to archaeological features, and prevent undue impact on resources.

Current Situation: Burnouts yesterday were successful, but cooler wet weather this morning will limit today's potential for any burning operations. The fire yesterday spotted over the line on the east side of the fire, but night shift crews found and contained the spot fires. Today's crews will scout for and mop up those areas. The fire yesterday put up a good plume of smoke with active burning along the flank between Calf Creek and Twin Lakes, with very active fire behavior in old growth noble fir. Most of the fire, however, burned beneath the canopy.

Actions Planned for Today: Holding and reinforcing firelines and mop-up in all divisions is planned. Burnouts will take place in areas where firing is possible. Moderate expansion of acreage is expected because of burnout operations.

Area Closures: The North Umpqua and Tiller Ranger Districts, along with the Copeland Creek drainage of the Diamond Lake District, are closed because of extreme fire conditions. All other areas are open. The Canton Creek, Island, Boulder Flat, Eagle Rock, Bogus Creek, Cool Water, and Wolf Creek Campgrounds are open with restrictions. Here is the Floristry PR update on the Tiller Fire:

September 03, 2002:
Fire Information: ((541)825-1002 or (541)825-3201
Size: 69,252 combined acres for all fires
Started: July 12, 2002 (lightning caused)
Containment: 95% containment for complex; full containment is expected by September 4, 2002. Fires considered contained in the complex include: Tallow, Red Mountain West, Gemstone, 2040, Quarter, Rendezvous, 2035, 2018-A and Bloomer fires.
Location: 25 miles east of Canyonville, Oregon
Resources Assigned: 849 people; 6 Type I crews, 14 Type II crews, 31 engines, 8 dozers, and 30 water tenders.
Cost to Date: $43,814,000
Cooperating Agencies: The Tiller Complex is being managed by the Pacific Northwest Team Incident Management Team # 2 (Mike Lohrey, Incident Commander). Cooperating agencies include the Tiller Rural Fire Department, Milo Rural Fire Department, Oregon Department of Forestry, Douglas County Sheriffs Department, Douglas County Protective Association, Canadian and Australian firefighters.

Yesterday's fire activities: Firefighters continued mop up of the northern and western edges of the fire. Crews are rehabilitating the remaining fire line.

Today’s expected fire behavior: Smoldering and creeping because of higher humidities.

Actions Planned for Today: Firefighters will continue to mop up and rehab the fire line. Brushing along raoadsidesand haul back operations will continue. We will be monitoring for hot spots within the fire line.

Special note: The forest has completed an Emergency Fire Suppression Rehabilitation Plan. They are considering the use of a Burned Area Emergency Rehabilitation (BAER) team to prepare for secondary rehabilitation to protect life and property.

Additional Information: Due to the extreme fire danger, the Umpqua National Forest remains closed to public access on the Tiller Ranger District. Here is the Floristry PR update on the Biscuit Fire:

Daily Biscuit Fire News Release
September 3, 2002 10 a.m.

Grants Pass, Oregon – As of 7:00 pm Monday night, the Biscuit Fire was 92% contained and 499,937 acres in size. Warm and dry conditions, steep terrain, lack of natural barriers and poor humidity recovery last week, postponed the expected containment of the fire. Joining of the containment lines is on track, containment is expected September 6, 2002. It will take significant moisture to reduce the combustion capability of fuels, and more than one rain will be needed to eliminate the fire danger.

There is still approximately four miles of fire line remaining to be built. Interior islands continue to burn out in all zones. The “Red Flag” warning for the westside zones was cancelled at noon, the strong east winds predicated did not materialize. The BAER team will finish their analysis by Thursday September 5th in zone 1.

Zone 1: Bear Camp Road remains closed; an assessment for snags and other hazards are being conducted. All other roads in the fire area remain closed as heavy equipment and crews are working in the area for rehabilitation. The Burned Area Emergency Assessment (BAER) team is working on ground verifying satellite imagery on burn severity in Zone 1.

Zone 2 (California): A Type III Incident Management Team from the Six Rivers National Forest is managing this portion of the fire. Rehabilitation continues.

Zone 3: Crews continue to make progress in constructing the containment lines. Cooler weather is expected to last through the week. The expected cloud cover, higher relative humidity, and cooler weather will help firefighters as the fire activity diminishes. Crews are using thermal imaging maps and walking the fire areas by grid to help identify hot spots. The remainder of the southern section of Zone 3 remained cool with mop up and rehabilitation progressing well. A public meeting is planned for September 5, 2002 at the Azalea Middle School in Brookings for 7:00 pm. All public is welcome.

Zone 4: The only active fire in zone 4 is in the Lawson Creek drainage; islands continue to burn well within the fire perimeter. Some individual tree torching was observed but mostly it was a low intensity backing fire. Mop-up is proceeding well in other parts of the zone. Suppression related rehabilitation is continuing.

Boat Traffic: There are no restrictions on tour boats, fishing or rafting traffic on the Rogue River. The Quosatana Campground boat ramp is open. The Quosatana campground will remain closed for rehabilitation. Lobster Creek and Foster Bar boat ramps are open.

Areas still under Pre-evacuation Notice

Pistol River and the Wilderness Retreat are the only remaining areas under a pre-evacuation advisory.

Expected Weather conditions

“Red Flag” warnings, on the west side, are again predicted today for strong Northeast winds, higher temperatures and relative lower humidities. Temperatures during the day will range from 81-91 degrees, with the relative humidity to as low as 19%. Winds will be from the NE 5-15 mph.
