We have had bears try to get into our home while we were in it several times. We have had a bear come in our barn and kill a valuable milk goat. We have had bears come into our fields and kill our sheep. People all around us feed the bears. I mean hand feed, like handing them a sandwich, as well as just putting the food out on the ground to watch them. If you feed a bear, the most you can get is a ticket for feeding wildlife.
If you feed a bear and shoot it, the most you get is loss of your hunting license for a couple of years and a fee.
I bet that if bears get shot at if they are fed by people, they would leave people alone.

Not in NY.
You can't shoot a bear, even in self-defense in a lot of areas, without going to jail.
That's a current problem with one of my neighbors. Black bear raiding his garbage, until he sealed it, and now attempts to raid his house.
He can do nothing except call a 1st class citizen.
