Is this for real? I remeber a couple of threads which said that sort of thing was bogus.

It's real, and it's actually pretty simple. It's made of a series of louvre-like plastic tabs that allow your license plate to be seen from directly behind the vehicle, but makes it impossible for the plate to be read from a point above the vehicle and off to one side (where red-light cameras are typically placed).

I also recall seeing tests that say it doesn't work. Not sure. I think they were saying the angle isn't enough because the cameras wait until the car is almost parallel with the lens.

It is real but according to NC state law anything you do to obscure your plates even if it is from an angle is illegal.

That thing could EASILY be manufactured. Just like the computer-screen blockers. No problem, and brilliant, IMHO.

Nope it is quite real. Its been going on in Greensboro for the past year and if you don't pay the ticket(To the company not the police) they threaten to mess up your credit by reporting it. Its nothing but a money scam. Although nothing goes on your license and insurance doesn't go up, it cost you 50 dollars with the risk of them informing creditors if you refuse to pay, even if you weren't the one driving the vehicle at the time.
