.......Filing Of Charges , DA's office says ' - A Newport Beach woman was prosecuted for allowing her dog to run unleashed after Orange County Republican Party Chairman Tom Fuentes asked District Attorney Tony Rackauckus to help " a good GOP supporter " whose dog was allegedly attacked by the woman's dog .
The case was treated like any other despite the request , Chief AssistantDistrict Attorney Charles Middleton said Monday.
Fuentes' fax comes in the wake of allegations of political favoritism against Rackauckas--accusations the distrist attorney denies .
Middleton said Fuentes faxed a memo marked " personal " and addressed to Rackaukas on Jan21, 2000.
The type written portion of the note said : " You will recall that you helped me with Jon Wampler's dog -attack's-dog case . It appers that staff may have dropped the ball . Could I ask you to help Jon again ?" He is a good GOP supporter , and the case seems most deserving of pursuit . "
Middleton said Rackaukus , who was unavailable for comment, had no recollection of the fax.
The case involves two episodes in which Anne Layton's golden retriever reportedly attacked Wampler's greyhound . Layton pleaded guilty to an infraction the first time and was fined .
Assistant Distrist Attorney Rosanne Freberg wrote to Rackaukas secretary in answer to the fax to say a second charge would be filed .
" Please let me know if Tony needs any further information for Mr . Wampler and /or Tom Fuentes." Freberg said in her March 1, 2000,memo.
Layton pleaded no contest to a misdemeaner the second time and was fined again .
Layton declined to comment . Wampler and Fuentes did not return telephone calls . Memo:dog0424
Orange County Republican Party Chairman Tom Fuentes had total of $127,371.00 to spend in his 2000 ' Saddleback College Board Of Education and Republican Party Central Committee races , wins both.

3) As of the end of June 2002, according to last weeks Orange County Register newspaper , Orange County district attorney Tony Rackauckus was determined by a Grand Jury to have commited simmilar but more serious list of allegations of political favoritism and in office abuses(District Attorney employee was fired by Rackauckas after employee lost to Rackaukas in this years 2002 ' District Attorney race ) .
4) As a Conservative Republican who lives in Orange County , before the Orange County Republican Party Chairman dog-bite influence report, and these latest allegations against Republican district attorney Tony Rackaukas , I had said to others in the grassroots arena here in Orange County that we need a new Orange County Republican Party Chairman .
Because of my own personal shocking experiences with hypcritical , corrupt , viscious dishonest grassroots Anaheim Republican Republican Club and Orange County Republican Party Central Committee members , I have been telling others that we need new people voted in .
5)Question to my fellow Conservatives : Why didn't Fuentes and Wampler return phone calls to the Orange County Register reporter ? Anyone who searches the Orange County Register newspaper's news bank can see that Orange County Republican Party Chairman Tom Fuentes is regularly qouted on a regular basis on various topics
6) The husband of 2002' 70th district Orange County Republican Central Committee candidate ' Mary' that Republican political activist Adam Probolsky had called other 20002' Republican Party 70th district( Tom Fuentes new district after being re-districted out of other district earlier in the year ) Central committee candidates to drop out , thus so Orange County Republican Party Chairman Tom Fuentes could have a better chance to win so he could remain Orange County Republican Party Chairman .
( Being redistricted out of his old district earlier this year and during the primary campaign Orange County Republican Party Central Committe race, he could not run as an incumbent , unknown to others who are out of the political loop but who vote , but who don't know he's the Orange County Republican Party Chairman , and therefore Tom Fuentes was vulnerable to lose in his new district , the 70th .)
If he lost in the 2002' 70th district Orange County Republican Central Committeee race , then he could not be the Orange County Republican Party Chairman . Therefore ,Adam Probolsky asked others to drop out of the race to narrow and create a winning field for Orange County Republican Party Chairman Tom Fuentes . I was told these things during the race by the husband of a 70th distrist Cenral Committeee candidates husband , this when I called around to various candidates offering my support , He said his wife , 'Mary ' had dropped out after being asked to do so by Mr. Adam Probolsky , a Republican political consultant, I spoke with another of the 70th districr Reoublicam Central Committee candidates who kbnew 'Mary' , and told her not to drop out , saying to her , " What , are you going to let them do this to you ? "
She told me that she disagreed , as I did , with this pressure tactic- scenario -mission undretaking of Mr. Probolsky's. She said that it had been a long time dream of ' Mary's ' to run for Central Committee . ' Mary's ' husband had told me that she wanted to run , but that she dropped out at Mr. Probolsky's urging for the sake of party unity . I truly was shocked ar what I had been told .
As a Conservative Republican activist I can tell you that I have spoken to Conservative Orange County Republican Cenral Committee and other people on more than one occasion who believe as I do , and that is we need new people voted inot the Orange County Republican Party , including a new Chairman .
