I don't think that it is the pot, per se, which is the target here. Drug use is associated with a certain liberal political view of the world taken by educated elitists who can afford and, most likely, handle the effects of drug use in their lives and still function. Unfortunately, they create a culture of "hip, slick and cool" for others not quite so sophisticated as themselves to emulate. These poor slobs end up ruining their own lives and those close to them, creating a drain on society through their inability to function due to drug addiction and overloading our medical and criminal justice resources. Therefore, the target is, once again, those post-modernist deconstructionists who are parasites eating into western culture.

Because there will always be the Otis the Town Drunk,
be it from booze, drugs, or airplane glue. It can't be fixed,
but don't punish a whole society because of the Otis's of the world.
