Your reference discusses "domestic upheaval" and eroding "morale" in Japan.
But they think they had over two thousand horses available for island defense. Impressive.
And I don't know where you get the "pacifist" nonsense. Our subs loitering around the perimeters of Japan sinking anything that smelled like Japanese support was far from pacifism. That blockade was essential to stopping the Japanese war machine.
