This is a bad thing? If this is true(and I have no reason to believe it isn't), it could give America some leverage to privatize reprivatize the Mexican oil industry.

It sounds good ---but PRI party members have benefitted too much by getting all the oil money all these years, the Mexican congress is PRI controlled, they aren't about to let go of those billions of dollars. They don't even let go of enough money to invest in infrastructure, it's all greed.
