Maybe in our eyes, but maybe in the eyes of the Japanese, they don't belabor the difference. Might go a long ways into getting other countries to police their own people a little more closely.

It's likely that she was both a spy ship and a drug runner. DPRK is desparate for hard currency. It wouldn't be a surprise if they started using these intelligence ships for smuggling in an attempt to raise money.
