Dietrick or Dugway would be good, even better than CDC. But there is a natural division of labor possible. R&D could be at the military bases. CDC (if it would clean up its act) would act as the "interface" with the population: Vaccine testing and distribution. Education. Tracking outbreaks. Managing quarantines. All that stuff it was ORIGINALLY chartered to do, back when CDC stood for "Comunicable Disease Center" instead of the "Centers for Disease Control."

Fort Detrick is high on my list because USAMRIID's research facility has more than 10,000 square feet of Biosafety Level 4 (BL4) and 50,000 square feet of Biosafety Level 3 (BL3) laboratory space. It is the largest containment laboratory in the U.S. There has never been a release of any dangerous organism outside the laboratory environment.

If they are going to develop more or better anti-WMD vaccines or treatments, it seems these guys can hit the ground running. As you say though, it would be CDC's job to get it to the public and/or contain the outbreak(s.)
