Correct. The one thing the Chi-coms don't want is to be seen doing anything overtly. That does not mean that they wouldn't be delighted to see us weakened because it allows them to support any number of proxies on opportunistic bases. Remember, this is a long-term fight. If they can pin a respectable fraction of our forces in Afghanistan and then Iraq or elsewhere, Korea and Colombia start to look like sizeable threats. Such a process could take five years or more. How well would we do rebuilding our armament while fighting smallpox or after a couple of suitcase nukes?
Our highly coordinated industrial society is a good deal more fragile than most people realize. We are now a food-dependent nation, after all, not to mention energy and, therefore, maintenance of refrigeration and delivery of water.
Now THERE is a consequence of environmental regulation about which most people haven't a clue.
You are forgetting the precept that such Chinese action would be strictly covert and executed by proxies, many of whom hardly need motivation.
