This looks a lot like the urban legend that circulated a bit back.

No it doesn't.  The urban legend was about a bogus radio interview in which Reno allegedly said something like Bible readers and home schoolers are terrorists, or something similar.

This story concerns a Janet Reno-issued instructional manual for law enforcement officials.  I have no doubt that it exists.  (BTW, for your edification, Janet Reno's "power" exists in the same manner as the stench exists long after the horse apples have been cleaned from the stable.)
