Personally I think the FBI should begin by going into every college and checking "student visas". If you don't have it your out on the next jet back to where you came from. This includes professors also.

The problem with that plan is you won't find any of the terrorists that are here on a student visa in college.

I'm sure some of them ARE going to college--funded by their government--and in perfect position to do damage within Engineering, Computer, or Biology labs on campuses around the country.
