Remember, the poll question asked "Who would you rather have in the White House in this time of crisis?" Bush has had the benefit of showing his mettle over the last month while Clinton was unproven in a time of war over his watch. If you had asked that question on 9/10, I daresay you would have had almost an opposite reaction, because Bill was by far the more popular peacetime president.

There was a certain presence of war when Clinton was in office; he just chose to ignore it. I think Wayne La Pierre's words, although spoken in a different context, are apt to Clinton in this one: 'President Clinton is comfortable with a certain level of violence in this country.'
The losses of life during Clinton's terms must have been acceptable, otherwise he would have acted meaninfully (assuming, of couse, that he knew how...).
