I don't think he can go to step 2 or other steps until step 1 is cleared up. I read on FR that one of the doomed flight attendants gave the seat # of one or more of the hijackers. In my opinion, the lists of the victims he was using were incomplete.

The airlines are prohibited by law from including the names of victims on passenger lists of those killed until they have certified proof that the next of kin was notified.
It was a little hard to notify the families of the hihackers. Thus their names are not on the lists.

And one other thing I read, none of the hijackers used ID with their true names when they boarded. The received State drivers licenses under different names. I read that the final list of names was after the FBI did a lot of research and traced the folk back to original visas etc.

The short answer, given on earlier threads, is that airlines never publish the names of people whose next-of-kin haven't yet been notified. In fact it's illegal to publish them.
Presumably no one could notify the next-of-kin of the terrorists, or of several other passengers.

Many people made phone calls from the hijacked planes. At least one caller was an experienced reporter. There are NO published reports that ANY of the callers made mention of the nationality of the hijackers. Nobody, apparently, said anything like "Arabs have taken over the plane."
The Russian analyst observed that so many people made calls and spoke to relatives and friends that the Feds couldn't have censored such a comment if anyone made such a comment.
The Russian analyst observed that since nobody from the planes CALLED ATTENTION to the nationality issue, it MAY have been because THE PEOPLE ON THE PLANE were confronted with hijackers WHO WERE NOT NOTICEABLY FOREIGN.
Of course, the photos of the "hijackers" are all noticeably foreign. Go figure.

Well, lets see, they went out and bought tickets, showed their real IDs, carried only "weapons" that were explictly allowed, and sat down in their seats.
In my opinion whoever wrote this article is an idiot, or a con man with something to sell.

This is garbage - they did not mention that the callers noted nationality on the news to prevent anti-arab backlash.

Since the FBI has control of the investigation, no media will ever get the information for a complete story that makes sense. The empty holes will likely be filled when the investigation is totally public. Until then I suggest we realize that this missing information will not change the bacic facts or events. I am more than happy to remain ignorant of the true passenger lists.

There is no mystery here. I carried a Leatherman Multitool onto airplanes for over 10 years, hundreds of flights. It has a 3.8" knife blade. I would normally put it in the little plastic tray and hand it to the attendant. In all that time nobody ever questioned what the rather peculiar-looking device was or asked me to open it to measure the blade. As we all found out on 9/11, you don't need a 4" blade to cut a throat.
Today, of course, the Leatherman goes in my checked luggage.

Problem solved......... just to add to the excellent answers already posted here:
(1) checking the passenger lists, you will note that names must be being added as it is legal to do so. The numbers for flight # 11 now match perfectly: 92 people on board(11 crew, 76 passengers, 5 hijackers)
(2) The hijackers were NOT on the "passenger" lists on the CNN site North cited simply because the site labels the lists as "VICTIMS". Obviously the hijackers were not "victims"!
Geeze, you don't even have to be VINNIE to figure this out, even I could see it!

One potentiality is that that there may be security reasons having to do with present investigative efforts which preclude releasing all of the names.
