Vance-Backed Rule Would Open Child Care Aid to Stay-at-Home Moms

The Trump administration is drafting a rule that would open a federal child care program — built to help low-income parents hold jobs or finish school — to households where one married parent stays home, The New York Times reported Saturday.

No federal program currently pays a parent to forgo work and raise a child at home.

This one would be the first, according to the report, which cited people familiar with the discussions and a draft document the newspaper reviewed.

The people spoke on condition of anonymity because the plan is not final.

The money would come from the Child Care and Development Fund, a $12 billion program created in the 1990s and administered by the Health and Human Services Department.

The fund serves about 1.3 million children and pays roughly $9,000 per child a year. The draft would open "a new category of care, parent-based child care," under which "one married parent" could "receive C.C.D.F. assistance to care for their own child, while a spouse works at least 35 hours per week," according to the document the Times reviewed.

Vice President JD Vance has made the proposal a priority, according to the report, and the draft borrows from legislation Secretary of State Marco Rubio wrote as a senator.

Vance has argued for years that young children fare better at home with a parent.

The change would not require congressional approval, but it needs White House sign-off and a public comment period, and could take effect as soon as next year.

About 80% of the 870,000 families receiving the subsidies are headed by single working parents, most of them mothers, according to Health Department figures cited by the Times.

Expanding the pool of welfare recipients is not a conservative value—it is its opposite. This proposal disingenuously claims that letting more parents abandon work to stay home on the public dime will somehow cost taxpayers nothing. It will cost more. It always does.

Instead of enlarging the entitlement class, end the welfare state.

Ronald Reagan gave a speech in 1966 called The Myth of The Great Society in which he points out that some 10 billion dollars is spent on some 42 federal welfare programs. I can’t imagine what those numbers are up to 60 years later.

Exactly. And how many illegals are going to get this cash at our expense in the meantime? Let the states or big cities pay for it if they want it.

This is what the 1960s were like with the WWII (and the earlier) generation running the government, Democrats had social programs and the Republicans had social programs.

This strikes me as an invitation to undesired consequences. It’s just plain wacky. The fraud potential is off the charts. What is to stop people from staying home & neglecting their kids? Paternalism in G’vt is an ugly thing often engendered by pandering rather than an informed attempt to improve social issues. Some of the baltic states forgive parts of income tax based on number of children. That is much simpler and more fraud proof as well as more effective. The G;vt needs to be out of social engineering not wading into more. If this is a Vance idea we should avoid giving him the reins of power.
I become less & less impressed with his intellectual ability and his folksy style of talking down to the American people.
