Spain's plan to grant legal residency and work rights to undocumented migrants will be the largest scheme of its kind in European history.
There have been at least 1.3 million applications made, more than double the 500,000 the centre-Left coalition government expected. The deadline for applications is on Tuesday.
Pedro Sánchez, Spain's prime minister, said the amnesty was an act of justice but also of necessity, to continue Spain's strong economic growth and safeguard public pensions by bringing younger workers into the country.
It began on April 16 and by mid-June 360,000 people out of 900,000 applications had been granted provisional residency permits as their claims were processed.
Hopeful migrants had formed long queues as they collected the necessary documents to prove they met the qualification criteria for the one-year residence and a work permit.
The amnesty was open to those who entered Spain before Jan 1, spent five consecutive months in the country and had a clean criminal record.
Applications made by the deadline will be processed over the next few weeks and decisions made as to their outcome in three months' time.
Special provision has been made for migrants struggling to provide proof of their clean criminal record from their countries of origin before the deadline.
Mauricio Valiente, chief executive of the Spanish Commission for Refugees (CEAR), predicted that the final number of regularisations – people granted legal status – would be about 900,000.
He warned that some applications would be duplicate requests but added "the percentage of approvals is very high" because the requirements were "very simple and very clear".

These numbers all refer to the 15–24 or <25 age group, which is the standard definition of “youth unemployment” in Europe.

My sister moved there and she’s telling me the bureaucracy is horrible, the attitude of the Spanish is frequently horrible and their justice system is fascist. But...the weather is good, health care is good and it’s relatively cheap.
