ONPE separates its secretary general after he denounced manipulation of his computer equipment

Elar Bolaños submitted his resignation on June 23 claiming that his computer systems were altered with information that he did not generate. The institution did not admit the letter, separated him from office and initiated an investigation demanding evidence of his allegations.

The National Office of Electoral Processes (ONPE) concluded the appointment of Elar Bolaños Llanos as secretary general, a position he held since September 2, 2020. The measure was officialized by the Chief Resolution N. ° 100-2026-JN/ONPE, issued June 23.

However, it is now known that the decision was made after the resignation letter that the now former secretary presented on June 23.

“Mr. Bolaños submitted his letter of resignation that was not admitted, because of the terms in which it was formulated. This document raises a series of allegations that were not previously reported,” an ONPE statement said.

This dismissal is not a minor detail within the institution, since the secretary general is the highest hierarchical official after the General Management, directly depends on it and acts as the highest administrative authority.

Bolaños denounces manipulation of information

In the letter, Elar Bolaños pointed out that the reasons for his resignation respond to “serious factors linked to the manipulation of my computer equipment with information that I have not generated, nor drafted.”

He adds that, due to this, he has also detected “the constant entry of applications by the Documentary Management System, with serious impact of personal data [...] This situation has caused the erratic processing of files and the difficulties associated with their processing and timely response,” he said.

He also warns that there is “a serious situation for the organization and execution of the Regional and Municipal Elections 2026” scheduled for October this year.

Bolaños concludes the letter with a serious statement: “There are many documents with altered information, which has not been generated by me. I make myself available to justice for the corresponding investigations.”

ONPE rejects accusations and demands evidence

Following the release of the letter from Elar Bolaños, ONPE issued a statement informing that the interim chief, Bernardo Pachas, ordered the Technical Secretariat of Administrative Processes to initiate a preliminary investigation and request the former official for specific information on the facts reported.

For the ONPE, the controversial letter does not mention or attach evidence that supports the alleged irregularities.

“It has been established that the computer equipment assigned to Mr Bolaños is not subject to manipulation, and must be isolated and packed in properly sealed boxes. Likewise, the facts have been brought to the attention of the Public Prosecutor’s Office so that, within the framework of its legal competences, it adopts the corresponding legal actions,” the statement said.

Finally, the institution rejects Bolaños’ claims and claims that he never expressed any warning or made any complaint that could alert senior management to alleged irregular events.
