The Mamdani regime in New York City has already been making noises about moving on this sort of thing, and now the LA County Board of Supervisors is following suit. People will call this socialism but in some ways this is worse. They’re not just proposing a government takeover of private property, what they’re proposing to do is to use government power and taxpayer money to seize private property and turn it over to their political allies who will run ‘community groups’. This is fundamentally no different than politicians using eminent domain to seize property and transfer it to their political allies who then fund their political campaigns.
Except this scummy behavior here is also overlaid with a leftist revolutionary imperative in which these organizations are also operating as cells and a state within a state. It’s criminal and corrupt and radical behavior being passed off as efforts to help the homeless.

The “COPA Program operates alongside the TOPA Program by granting similar purchase rights to mission‑driven affordable housing organizations — such as community land trusts and nonprofit developers — who can acquire and preserve properties when tenants lack the resources to purchase directly,” the Solis motion states…
Her motion before the Board of Supervisors would direct various county departments to write an ordinance within 180 days to require “registration” of properties with five or more units, and mobile home parks, in order to “monitor sale transactions” and notify “qualified mission-driven purchasers.”
The purpose of the COPA program is to prevent the sale of apartment buildings until “community” buyers have a chance to work out their own offer, which could take many months. This process could easily hold properties hostage, with ransom payments offering the only escape.
Once you grant any entity a right of refusal, they effectively have a lien on the property. Heads, they get paid off to drop the lien, tails they force a sale using taxpayer funding. Either way they win. And a portion of the funds goes to support the politicians making this happen.
This is a slow-motion seizure of properties. It also ensures more rental properties get taken off the market, leading to them being devalued and enabling their seizure by the state.
Again, heads they win, tails you lose.
Socialist governments create pressure on landlords through every possible means. As prices rise and housing stock drops, creating a ‘housing crisis’, they cite the homeless vagrants as evidence that there is a serious threat and justify property seizures.

NYC just passed a rent freeze for two years. Property owners will not have the funds to make improvements and even some repairs. Then the Commie Rats will say the property is run down and seize it without compensation to the owners.
Rental properties usually run at a substantial loss when purchased.
And that doesn’t include the value of the owner’s time. The community organization people will want to be paid for their time.
