But if they can get themselves rich and leave and go live in Dubai, that's better. They don't care about the people. No, they they couldn't care less about the people.

"I reported it and guess what the White House said? Uh, we don't care. Don't talk about it. We don't want that in the paper because it makes Obama look bad. Looks like he's not in control. Yeah, they don't care. It's like it's a million dollars. We don't care."

Ukraine has a number of corrupt politicians. From what I have seen recently, their number of corrupt government officials pales by comparison to our own...

The author might mean Biden.
In theory US money might go into unique bank accounts in Ukraine and the Ukrainian government would then make payouts to say Mrs. Retired, the Kiev Drone Company and Sgt. Donbas.
My son went skiing in the French Alps a year ago. Many of the wealthy skiers were Ukrainian politicians.
