However, it’s not a straightforward “expropriation” in the sense of outright seizure and redistribution. The plan centers on a “reparation loan” mechanism, where around €185-200 billion in immobilized Russian central bank assets (mostly held in Belgium’s Euroclear depository) would serve as collateral for interest-free loans to Ukraine, funding military aid, reconstruction, and budget needs through 2027.
The EU itself isn’t a military entity— it lacks a standing army and operates through consensus-driven foreign policy. Defense falls under NATO, where the EU’s 27 members overlap with 23 NATO allies, bolstered by the U.S. (which holds most of the alliance’s nuclear and advanced capabilities). Collectively, NATO’s conventional forces outmatch Russia’s in terms of equipment, technology, and GDP-backed spending (€1.2 trillion annual defense budget vs. Russia’s €100 billion), with recent expansions like Finland and Sweden adding strategic depth.
We definitely do NOT want an “EU army” - the EU is better off pre-Maastricht.
