I have no doubt a Biden or Obama judge will find such a right in the penumbra of the emanations under Article XXVI clause 27(b)

Clinton closed the Charleston Naval Base and Shipyard because SC voted against him — and then the area has been in decline. Churches that once served the area are gone — including the one that seeded money for the Baptist university in the area. That area near the Shipyard and Base are now slums thanks to Clinton.

The Founding Fathers wanted our Space Command to be in Colorado. If they didn’t want it, they wouldn’t have specified it in the Constitution.

A judge shopped judge will agree with them, then it’ll go to a higher court where it may or may not still stand, then go to the 10th circuit, where may or may not stick, and then will end with the Supreme Court with a shoot the hell down
While I don’t believe a president should retaliate against a state by moving or closing military sites, in this case it makes sense for Space Command to be nearer to where the launches take place.
No doubt some Biden or Obama appointed, foreign born, district court judge will rule that the President of the United States does not get to make such decisions and instead they, a circuit court judge has presidential powers and gets to make that decision. That laughable nonsense will then be overturned by the Circuit Court.
Then the Obama/Biden district court judge will whine about it to the corporate media.
It was originally planned by the Trump administration to be in Alabama. Biden moved it to Colorado for entirely political reasons - ie Alabama is a red state and Colorado is a blue state. Trump just changed it back.
I agree that two separate issues are being conflated. Wernher von Braun’s original space development was in Alabama, I believe. There are reasons to be close to launch facilities.
However, if the Left wants to bring up voting - let them. States in the United States have a responsibility to run fair elections and not just put the Left in charge.

I don’t know about unconstitutional, that seems to be a stretch but they might be able to argue that this type of move is usually recommended by a Base Realignment and Closure panel, after considerable study. Right now there is no BRAC nor has one been requested to the best of our knowledge. I understand wanting to move this command to Huntsville but it makes that town an even juicier nuclear target for our enemies. I believe we should disperse commands and personnel, not concentrate them.
