What about documenting (just info) about where the dem slimeballs are every minute of the day and who they meet with every day. And use computerized (disguised) sound catchers to hear their every public conversations? (Not to be used for any illegality). Might curtail their activities so they have to resort to secure conversation(which could be tapped with court order)
