I’d like to know from where in the Constitution did a previous Congress derive the authority to create a fully independent agency that is beyond the supervision of the branch of government which exists to administrate and to supervise.

I’d like to know from where in the Constitution did a previous Congress derive the authority to create a fully independent agency that is beyond the supervision of the branch of government which exists to administrate and to supervise.I think since a past president signed off on it, how can his agreement to delegate of presidential powers to a bunch of bankers constrain future presidents from exercising them?
