It was a gradual process, that appears to have began under Woodrow Wilson. Franklin Dealanor Roosevelt, who's family had been Republicans, switched parties because he was appointed by the Wilson government to a high level position in it, so this started the migration of liberal New Yorkers towards the Democrats.
His "New Deal" program enticed a lot of poor people and poor black people to move to the Democrat party, which is where blacks started voting Democrat, where before they had nearly unanimously voted Republican.
LBJ finished it up with his "War on Poverty."
