Yup, and they will when they invade Taiwan. Most of our military aircraft will be easily destroyed in the open. Our ICBM's and ballistic missile submarines will be destroyed by UAVs with non-nuclear (high explosive) EMP warheads landing on them and frying their electronics.
Our strategic nukes, missiles and aircraft, are protected only against the 50kv/m EMP levels of the 1960s, while 200k/m levels have been possible for the last 20 years. And none of the underground fuel pumps, or even the bomb trucks, of SAC bases have any EMP protection at all.
