‘All of Ukraine Is Ours’: Putin Just Said the Quiet Part Out Loud
National Security Journal ^ | 28/06/2025 | Stephen Silver

Russian President Vladimir Putin made one of his starkest declarations of the war this week, stating at a St. Petersburg forum that "all of Ukraine is ours" because Russians and Ukrainians are "one people."

-The imperialistic claim, met with applause, effectively torpedoes any near-term hope for peace negotiations. Putin's comments came as Russia's ground forces continue to make slow but steady progress in Donetsk and after he presented maximalist demands at the failed Istanbul peace talks.

-Ukrainian President Volodymyr Zelenskyy responded by warning that Putin's ambitions extend beyond Ukraine to any country "Russian killers can reach."

If the people of Ukraine wish to be part of Russia then they should be allowed to be part of Russia. If they wish to remain independent then they should be allowed to remain independent.

I think that it is abundantly clear now that the Ukrainian people want to be independent.

More context:

PUTIN: “I have already said many times: Russians and Ukrainians are one people— in this sense, the whole of Ukraine is ours… But we have never questioned Ukraine’s sovereignty. At the same time, the conditions under which Ukraine became independent were set forth in the 1991 Declaration of Independence of Ukraine, where it is clearly written in black and white that Ukraine is a non-aligned, non-nuclear, neutral state. It would be good to return to these fundamental values”

Best to read what is meant in context:

The tragedy of Ukraine and ideas for the Middle East. Putin's responses to PMEF

ransomnote

The translation software at TASS was pretty rough. Some ledes just didn't make sense. I tried running the Russian version of the Putin's remarks through the Google Translator.

SNIP

Full Google translation of the OP source.

Russia considers all of Ukraine its own, but does not reject its right to independence, offering Kyiv to stop the conflict taking into account the current realities. This was stated by Russian President Vladimir Putin at the plenary session of the SPIEF.

The head of state also answered questions about the possibility of a mutually acceptable peaceful solution to the conflict in the Middle East, the new world order and the outdated approaches of the West, which ignores the interests of the Russian Federation.

TASS has collected the main theses of the Russian President.

The situation in Ukraine
Russia is not seeking capitulation from Ukraine: "We insist on recognition of the realities that have developed on the ground." Thus, the Russian army "is advancing in all directions along the entire line of combat contact every day," creating a security zone, for which the enemy is forced to divert its forces, "which are already in short supply in the key areas of the armed struggle."
In the Kursk region, the Ukrainian side lost 76 thousand people, "this is a catastrophe for them." The goal of the attack on the Kursk region was "political in nature - to show that they can get something else from their sponsors from abroad." The depth of the security zone in the Sumy region is from 10 to 12 km. "You know, we have <...> not a proverb, not a parable, but an old rule - where the foot of a Russian soldier steps, that is ours." The situation in Ukraine is a tragedy that is happening due to the fault of the West: "This is the result of the work of those who do not want to put up with the global changes happening in the world." The previous US administration openly stated that it spent billions of dollars on the "coup [in Ukraine]." The West tried to act from a position of strength in the situation around Ukraine. Russia, on the other hand, at every stage offered Kyiv to stop the fighting and negotiate. Russians and Ukrainians are one people: "In this sense, all of Ukraine is ours." At the same time, Moscow has never compromised Ukraine's right to build an independent and neutral state: "The grounds on which Ukraine became independent and sovereign were set out in the 1991 Declaration of Independence of Ukraine, where it is clearly written in black and white that Ukraine is a non-aligned, non-nuclear, neutral state."
On threats of using a "dirty bomb"
There is no confirmation of Kyiv's intentions to use a "dirty bomb", but such plans may appear "in a sick imagination."
Russia's nuclear doctrine states that "we always respond to all threats that are created for us in kind": "Therefore, our response will be very harsh and, most likely, catastrophic for both the neo-Nazi regime and, unfortunately, for Ukraine itself. I hope that it will never come to that."
Possibilities for resolving the conflict in the Middle East
I would like for the threats from Israel against the spiritual leader of Iran, Ayatollah Ali Khamenei, to "remain at the level of rhetoric."
The Russian Federation does not seek mediation in the Middle East, but offers ideas: "And if they seem attractive to both countries, we will be only too happy about this."
In the settlement of the conflict between Israel and Iran, "acceptable solutions can be found, in my opinion, for both countries": "Both the countries of the global South, and especially the countries of the region, can certainly have a positive impact on this process, on the search for this solution. In my opinion, such a solution exists."
In this matter, "it is better not to run ahead, so as not to harm" the settlement process, but "there are points of possible contact."
Russia continues to work at the Bushehr nuclear power plant in Iran and has received assurances about the safety of its employees from the leaders of Israel and the United States, Benjamin Netanyahu and Donald Trump: "Despite all the complexity of the situation, despite a certain danger, we continue this work. We are not evacuating our personnel from there."

The New World Order as a "Sunrise"
The new world order is emerging "naturally, it's like a sunrise": "There's no getting away from it!" Russia and China are not forming a new world order, "we are only formalizing it" and, perhaps, "clearing the way for this process so that it is more balanced and meets the interests of the overwhelming majority of countries."
Russia's decision to develop relations with the global South was made long ago, "keeping in mind the trends of world development", which are objective in nature.
Western countries are losing their positions in the world economy, if they "want to maintain their monopoly position at all costs, if they want to preserve the instruments of colonial influence in the world, then they will have to, using these instruments, be content exclusively with the position into which they are gradually sliding." Nevertheless, Russia is ready "to negotiate with them about everything."
Russia was promised never to expand NATO to the east: "After that, we had five waves of expansion, one could say six already." The security of one country "cannot be ensured at the expense of the security of another." NATO's ignoring of Russia's interests is "certainly a vestige of the old, if not ancient, neocolonial policy, to a certain extent modernized contemporary realities."

That certainly adds needed context. Kind of hollows out this part: the whole of Ukraine is ours.

Seems good to me. There are parts of Ukraine that were polled as wanting to return to Russia. Why can’t there be a negotiated peace? Who’s ambitions or agenda are derailing peace. I blame the CIA for fomenting this war in the first place and the neocons who profit. Ukraine was an easy place for them to launder money. So many lives lost, families sundered, cities destroyed.

I’ve noticed since Trump was inaugurated and after he bashed Zelinsky and Putin, that the R-UK threads are much smaller.

Why, it’s almost like nobody really cares anymore.
